米国エネルギー省 〜 電力競争市場における原子力・石炭の早期閉鎖に対する警告と、今後に向けた勧告


米国エネルギー省(DOE ; Department of Energy)の8月23日の発表によると、ペリー長官宛てに “Staff Report to the Secretary on Electricity Markets and Reliability” と題する報告書が提出された。

結論から言うと、数年後の日本の姿を見ているようであり、日本の電力政策に対しても非常に鋭い示唆を与える内容であると思料。

目次構成(Table of Contents)は以下の通りで、電力政策に関する研究と勧告が主眼。私が取り急ぎ読んだ限りでは、次の①〜④のような内容。

① 近年、コスト競争、安全・環境規制強化、再生可能エネルギー優遇といった複合的要因から、天然ガス・太陽光・風力が台頭してきた。

② それにより、競争的な電力市場が形成されてきたことは前向きに評価できる。

③ 同時に、電力需要減も相俟って、従来型エネルギー源である原子力・石炭などベースロード電源が早期閉鎖を強いられ、電力システム上の供給信頼性や危機回復力が低下するリスクが顕在化している。

④ 今後は、原子力・石炭・水力に対して、規制コストを低減していくことが必要だ。

上記④に関して、より具体的には次の通り。

エネルギー省や関連する連邦政府機関は、原子力や水力、石炭、先進的発電技術、送電といった電力網インフラに係る許認可や再許認可に係るコストを削減することを急ぐべきだ。

エネルギー省はまた、発電所やガス、送電インフラの立地や許認可に係る規制負担を見直すとともに、規制手続プロセスを加速化させ、コストを削減するための措置を講ずるべきである。

具体的には、次のようなこと。

◯ 水力発電について、連邦エネルギー規制委員会(FERC;Federal Energy Regulatory Commission)に対して、現行の許認可や再許認可のプロセスを再考し、特に小規模プロジェクトや揚水貯蔵に係る規制負担を最小化するよう求める。

◯ 原子力発電について、原子力規制委員会(NRC;Nuclear Regulatory Commission)に対して、運営費の不要に増加させたり、原子力エネルギーの経済性を損ねることなく、既存及び新設の原子力施設の安全を確保することを求める。リスクを勘案した手法で原子力安全規制を見直せ。

◯ 石炭火力発電について、環境保護庁(EPA;Environmental Protection Agency)に対して、新たな許認可や関連費用を発生させることなく、石炭火力発電所が高効率化と信頼性向上を実施させるよう求める。DOEは、既設発電所の改善を可能とする規制環境下で、高効率化を目指す研究開発ポートフォリオを追求すべきだ。

DOE and related Federal agencies should accelerate and reduce costs for the licensing, relicensing, and permitting of grid infrastructure such as nuclear, hydro, coal, advanced generation technologies, and transmission. DOE should review regulatory burdens for siting and permitting for generation and gas and electricity transmission infrastructure and should take actions to accelerate the process and reduce costs. Specific reforms could include the following:

  Hydropower: Encourage FERC to revisit the current licensing and relicensing process and minimize regulatory burden, particularly for small projects and pumped storage.

  Nuclear Power: Encourage the NRC to ensure the safety of existing and new nuclear facilities without unnecessarily adding to the operating costs and economic uncertainty of nuclear energy. Revisit nuclear safety rules under a risk-based approach.

  Coal Generation: Encourage EPA to allow coal-fired power plants to improve efficiency and reliability without triggering new regulatory approvals and associated costs. In a regulatory environment that would allow for improvement of the existing fleet, DOE should pursue a targeted R&D portfolio aiming at increasing efficiency.
